Possibilities of Advancing Police Reform in Guatemala through Community -Oriented Policing

The paper describes the process of security sector reform in Guatemala with reference to efforts implement community-based policing practices. results point difficulties shaking-off public understandings honed during armed conflict and underscore a still young police institution position itself democratic context. study posits that community-oriented strategies open opportunities forward high-violence, low-trust, weak-institutions, post-conflict context Guatemala. argument is supported by field data gathered indigenous territories Western Highlands, where traditional forms social organization persist, metropolitan Villa Canales municipality, an urban, high-violence site research.
